Context : Perth City Councillor Kay is going to accompany the WA Ballet School to China for a tour.
The city they're performing in is Nanjing, a sister city to Perth.
I often take the piss out of Kay... but do you honestly blame me? The guy's constantly in the limelight
for some farcicle thing or another...(Oh yeah - by the way.. He's Scottish..)
