Context : The CEO of Wrigleys Australia (Australia's premier chewing gum company) has come to Perth
to talk to Perth City councillor to discuss the growing chewing gum problem in the City of Perth.
The problem is in regard to the huge amounts of discarded chewing gum littering the streets of Perth.
(Up to 80 pieces in a suqare metre.) The CEO said that Kay's proposed "chewing-gum levy" will not work
and will give people the impression that they are paying for the right to litter. He said that the only solution
would be stricter littering punishments or strategic bin placement.
