Context : WA Opposition Leader Colin Barnett's proposed canal to transport water from North-Western Australia all
down the coast as a solution to the impending water-shortage comes under great debate all around WA as the
state election looms around the corner. Barnett's proposed plan to free up Fremantle hospital by sending all cardio and
non-essential surgery to Royal Perth Hospital is released in the same week as his canal proposal.
